Planning a route across UAE airspace does not automatically mean you need to apply for a separate UAE overflight permit. Whether you do depends on the aircraft’s registration, the type of operation and the applicable UAE aviation rules.
Under the current UAE AIP, foreign civil aircraft registered in ICAO member states generally do not need to request overflight permission when the applicable conditions are met. Aircraft registered in non-ICAO states do require overflight permission, and foreign military, state and state-VIP aircraft follow a separate diplomatic clearance process. A valid flight plan is still required for flights within the Emirates FIR. This guide to the UAE overflight permit explains each branch so you can work out which one applies to your flight. Last regulatory review: October 2026.

Does Every Aircraft Need a UAE Overflight Permit?
No. The common assumption that every foreign aircraft crossing the UAE needs a permit is too broad, and so is the opposite belief that nobody ever does. The table below summarizes the current position. Note the words “generally” and “if applicable conditions are satisfied”: the ICAO-state exemption is not an unconditional blanket exemption.
| Operation or aircraft | Separate overflight permission? |
|---|
| Foreign civil aircraft registered in an ICAO member state | Generally no, if the applicable conditions are satisfied |
| Aircraft registered in a non-ICAO state | Yes |
| Foreign military aircraft | Prior diplomatic clearance required |
| Foreign state aircraft | Prior diplomatic clearance required |
| Foreign state-VIP aircraft | Prior diplomatic clearance required |
| Flight entering or leaving UAE airports | Additional landing and foreign-operator requirements may apply |
What Is a UAE Overflight Permit?
People also search for it as a UAE airspace permit or a UAE flight permit, but the underlying question is the same. In plain terms, UAE overflight permission is a regulatory authorization to navigate through UAE airspace, where the operation requires one. The UAE General Civil Aviation Authority (GCAA) is the authority behind the civil aviation framework, and the airspace concerned is the Emirates FIR and the Emirates UIR. In commercial flight-support conversations the word “permit” is often used loosely for any kind of overflight approval, which is why operators must first determine whether their operation actually needs prior permission. Not every flight through UAE airspace needs a permit application.
Who Needs UAE Overflight Permission?
The answer depends on the aircraft and the operation. The three main groups are below.
Aircraft registered in ICAO member states
The current AIP states that foreign civil aircraft registered in an ICAO member country may navigate the Emirates FIR and UIR without requesting overflight permission, subject to the applicable rules, conditions, navigation charges and limitations. This is the single most important fact in the whole topic, and it is the reason a careful operator checks registration status before filing anything. The International Civil Aviation Organization maintains the list of contracting states.
Aircraft registered in non-ICAO states
The AIP states plainly that aircraft registered in non-ICAO states must obtain permission for overflight. In practice, operators in this category should contact the GCAA Foreign Operator Affairs section for guidance before planning the route.
Military, state and state-VIP aircraft
This is a separate regulatory pathway. Foreign military, state or state-VIP aircraft intending to overfly UAE airspace or land at UAE airfields require prior diplomatic clearance through the UAE Ministry of Foreign Affairs. The AIP gives the timing for this process as normally at least two weeks, with a minimum of 72 hours’ warning in emergency cases. Do not apply those timelines to ordinary civil overflights.

UAE Overflight Permit vs Flight Plan
These two are frequently confused, and the confusion causes real problems. Overflight permission is a regulatory authorization, required only where the operation needs one. A flight plan is the operational submission required for flights within the Emirates FIR. The current AIP states that a flight plan must be submitted for flights within the Emirates FIR and that ATC will refuse entry to UAE airspace until a valid flight plan has been filed.
So a flight plan is not an overflight permit, and holding one does not replace the other. For help with the planning side, see our flight planning support.
Do You Need UAE GCAA Approval to Fly Through UAE Airspace?
It depends on the aircraft and the operation. For an ordinary foreign civil aircraft registered in an ICAO member state, the AIP provides an exemption from requesting overflight permission, subject to conditions. For a non-ICAO aircraft, permission is required. For military, state and state-VIP aircraft, diplomatic clearance is required. In other words, UAE overflight clearance is not one universal document. Whatever you call it, a UAE airspace permit is only needed where the operation requires one. The oversimplification to avoid is that GCAA approval is needed for every foreign aircraft.
What Other Requirements Apply When Overflying UAE Airspace?
An overflight exemption does not mean there are no requirements. Operators should still check:
- a valid flight plan
- the applicable UAE regulations
- navigation charges
- aircraft equipment and document requirements
- insurance requirements
- route restrictions and limitations
- applicable NOTAMs and current AIP information
The AIP states that aircraft operating within the Emirates FIR must carry the applicable instruments, equipment and flight documents. It also states that minimum insurance requirements apply to UAE and foreign aircraft operators flying within, into, out of or over UAE territory, subject to the stated exceptions. Always read the current text on the UAE GCAA website rather than relying on a summary.
Flight Planning Requirements for UAE Overflights
The practical side of an overflight is mostly flight planning, so it deserves its own section.
Flight plan submission
A flight plan is required for flights within the Emirates FIR. File it in line with the AIP requirements and check that the entry and exit points match your planned route.
Item 18 requirements for non-scheduled, charter and private flights
The current AIP requires non-scheduled, charter and private operators in the Emirates FIR, including overflying flights, to insert contact details in Item 18 following ORGN/. If the required operator, owner or flight-planner contact cannot be inserted there, the valid billing contact may be inserted following RMK/. This detail is easy to overlook and is worth adding to your dispatch checklist.
UAE Overflight Permit Requirements and Documents
There is no single universal document checklist for every aircraft. What you need depends on the operation. Where prior permission is required, the authority may ask for information of this kind:
- aircraft type and registration
- callsign
- operator details
- crew details
- route, entry point and exit point
- departure and destination
- ETA and ETD
- purpose of flight
- passenger or cargo information where applicable
For military, state and VIP applications, the AIP lists much more detailed information, including aircraft and crew details, purpose, cargo and passenger information, route, altitude and speed, and entry and exit details for the UAE FIR. Treat all of this as operation-dependent rather than a universal civil checklist.
How to Apply for UAE Overflight Permission
For operations that actually require permission, the process runs in seven steps.
- Identify the aircraft registration status. Determine whether the aircraft is registered in an ICAO member state.
- Identify the operation type. Civil, charter, private, cargo, military, state or state-VIP.
- Confirm whether prior permission is required. Check the current UAE AIP.
- Prepare the required information. Aircraft, operator, route and operational details.
- Contact the appropriate authority. For non-ICAO aircraft, the AIP directs operators to GCAA Foreign Operator Affairs.
- File the flight plan. Complete the operational flight-planning requirements separately.
- Recheck before departure. Look at the current AIP, NOTAMs, routing and any operational restrictions.
If you would rather have the application coordinated for you, request UAE overflight support and share your route and aircraft details.
How Long Does a UAE Overflight Permit Take?
There is no single timing rule that can honestly be presented as “UAE overflight permits take X hours or days.” The lead time depends on the type of operation and the applicable authorization pathway. The only timelines published in the AIP are for diplomatic clearance for military, state and state-VIP aircraft: normally at least two weeks, and 72 hours in emergencies. Those do not transfer to ordinary civil overflight permission, so start early and confirm the timing for your own case.
UAE Overflight vs Landing Permit
If your aircraft will land in the UAE, the picture changes. The overflight permit concerns navigation through UAE airspace, while a landing permit concerns an operation at a UAE airport.
| Overflight | Landing |
|---|
| Concerns navigation through UAE airspace | Concerns operation at a UAE airport |
| May not need separate prior permission for qualifying ICAO-state civil aircraft | Airport or emirate authorization can be required |
| Flight plan remains relevant | Landing and airport requirements apply |
| Non-ICAO aircraft require overflight permission | Follows the applicable emirate and airport procedures |
The AIP explicitly states that the UAE GCAA does not issue airport landing permits; landing authorization comes from the airport authority or the local civil aviation authority of the emirate. Our guide to UAE landing permit requirements covers that process, and our comparison of overflight and landing permits explains the difference more generally. Operators routing across the wider region may also want our Gulf overflight permit guide.
UAE Overflight vs Diplomatic Clearance
Civil overflight is handled under the civil aviation framework and the applicable AIP conditions. Military, state and state-VIP flights are different: they require prior diplomatic clearance through the UAE Ministry of Foreign Affairs. This is a major intent branch. If your aircraft is a state or government aircraft, stop treating the question as a civil overflight permit and begin the diplomatic route.
Common UAE Overflight Planning Mistakes
Most problems come from a short list of errors:
- assuming every aircraft needs a permit
- assuming no aircraft needs permission
- confusing a flight plan with an overflight permit
- ignoring aircraft registration status
- treating non-ICAO aircraft like ICAO-state aircraft
- applying civil rules to state or military flights
- forgetting the Item 18 contact requirements for non-scheduled, charter and private flights
- ignoring navigation charges
- using outdated AIP information
- treating regulatory permission as equivalent to operational clearance

Does a UAE Overflight Permit Guarantee Entry Into UAE Airspace?
No. UAE overflight clearance from the regulator is not the same as ATC clearance. A flight still has to satisfy the applicable flight-plan and operational requirements, and ATC procedures remain in force. As noted above, the AIP states that ATC will refuse entry to UAE airspace until a valid flight plan has been filed.

Frequently Asked Questions
Do I need an overflight permit?
It depends on the aircraft and the operation. Under the current UAE AIP, foreign civil aircraft registered in ICAO member states generally do not need to request overflight permission when the applicable conditions are met. Non-ICAO aircraft do, and military, state and state-VIP aircraft need diplomatic clearance.
Do ICAO-registered aircraft need UAE overflight permission?
Generally no, provided the applicable conditions, rules and navigation charges are satisfied. A flight plan is still required for flights within the Emirates FIR.
Do non-ICAO aircraft need permission to overfly the UAE?
Yes. The AIP states that aircraft registered in non-ICAO states must obtain permission for overflight. Contact the GCAA Foreign Operator Affairs section for guidance.
Do private aircraft need a UAE overflight permit?
Private aircraft follow the same registration-based rules. A foreign private aircraft registered in an ICAO member state generally does not need to request overflight permission, but it must file a flight plan and include the required Item 18 contact details.
Do charter flights need UAE overflight permission?
Charter flights follow the same registration-based rules, with additional Item 18 contact requirements for non-scheduled operators. Confirm the position for your aircraft and operation before departure.
Is a UAE flight plan the same as an overflight permit?
No. A flight plan is the operational submission required for flights in the Emirates FIR, while overflight permission is a regulatory authorization where one is required. ATC will refuse entry until a valid flight plan has been filed.
Do military and state aircraft need diplomatic clearance?
Yes. Foreign military, state and state-VIP aircraft require prior diplomatic clearance through the UAE Ministry of Foreign Affairs, normally at least two weeks in advance, with a minimum of 72 hours in emergencies.
How early should overflight permission be arranged for the UAE?
There is no single published timeline for ordinary civil overflight permission, so arrange it as early as practical. The two-week and 72-hour figures in the AIP apply to diplomatic clearance only.
Who issues overflight permission for the UAE?
For civil aircraft that need permission, the UAE GCAA is the relevant authority. For military, state and state-VIP aircraft, diplomatic clearance comes through the UAE Ministry of Foreign Affairs.
Can I fly through UAE airspace without landing?
Yes, an overflight does not involve a landing, provided you satisfy the applicable requirements for your aircraft and operation, including a valid flight plan. If you land, separate landing permission applies.
